This assignment would also review the current practices which are developed by the concerned department of the issue selected and provide critique to help them in developing some new and better practices. Mental health disorders are one the fastest growing health issue all over the world and it is believed by many experts that if they are not controlled properly then soon they would be the biggest challenge in front of health care service providing agencies.
PRIMARY HEALTH CARE SERVICES
In Australia primary health care services are executed by the Medicare system ad it is under the purview of ministry of health and ageing. In Medicare system both private and public hospitals are involved. It was initiated in year 1984 and it is funded by the government by putting extra Levis on income taxes. Another significant program which is working simultaneously by Medicare system is known as Pharmaceutical benefit scheme in which patients are provided subsidized medicines. Payment mode of Medicare system is copayment where a large part of the services is paid by the government like total cost of inpatient and 85 percent cost of consultation and 75 percent
cost of ambulance transport unless a patient is a low income card holder. Rest of the payment has to be made out of pocket by a patient and to cover this expense a patient can take general or specific insurance policy (National Consumer and Carer Forum of Australia, 2004). Primary health care system in Australia is a very robust system and they have one doctor on every 229 people in Australia. At primary health center if a person is diagnosed as suffering from a mental disorder then it would be referred to a psychiatrist for evaluation and treatment which is considered as a specialized service. Specialized services in Australia are a partly paid service and government would pay only 75 percent of the cost and in general insurances psychiatrist’s services are covered with an upper limit on expenses. This makes psychiatrist services as slightly inaccessible especially for people with low income. Another problem associated with health
care in Australia is a increasing gap in demand and supply of trained psychiatrist. Many primary health centers doesn’t have a qualified psychiatrist and they have to either rely on nursing practitioner or a general physician to take care of routine issues and for typical cases patients are referred to secondary or tertiary hospitals in urban region. This is a problematic situation because due to various reasons many patients avoid visiting urban centers for specialized care and consulting with a psychiatrist (Annual Report, 2010).
