INTRODUCTION

Located south of the Melbourne business district, Port Philip is a very famous and old city having government agency in the Victoria state. The government council comprises of various wards that include Albert Park, Carlisle, Catani, Emerald Hill, Junction, Point Ormond, and Sandridge Ward (Your Councillors, 2013). Each of the council offices is responsible for the social and economic development of the people and industries. Some of the key focus areas of Port Philip include: street and beach cleaning, customer service and contact, waste management, civil infrastructure development and maintenance, community care, park and open space management, parking management, family and children services, library services, and planning and building.

Business Complexity
Port Philip has a simple organizational structure that comprises of just four divisions namely (Organisation Structure, 2013): Environment & Planning division, City and Infrastructure Development division, Corporate Services division, and Community Development & Planning division. The peculiar aspect of this structure is clearly laid out responsibilities of each of these divisions.
